Transportation Funding

There is perhaps no better example of Congress' lack of fiscal responsibility than the last highway bill, passed in 2005. The knowledge that the revenue coming into the Highway Trust Fund will not cover our statutory obligations in the coming years should prompt us to restructure the entire federal transportation funding structure.

It simply makes no sense for the states to send money to Washington, only to have part of the money lopped off the top, then returned with instructions on how to spend the rest.  I've introduced legislation that would, over the period of a few years, turn back the federal gas tax authority to the states.
